Sofiane Sheibani, living between the UAE and Tripoli, has established himself as one main diplomatic advisers of the Prime Minister Mohammed Dabaiba, the new kingmaker, especially on the issue of the relations with the Emirates.
Dabaiba has already asked his minister of Foreign Affairs, Najla al-Mangoush, to be appointed as ambassador to Abu Dhabi. This position has not been filled since the resignation in 2016 of Aref Ali Nayed, who was appointed by the authorities in eastern Libya.
Sheibani travelled with Dabaiba to Saudi Arabia, the United Arab Emirates and Kuwait in April, appearing in the official delegation with the title of adviser in charge of communications. He was also seen in Rome in May with Dabaiba and his main ministers.
