NATIONAL SECURITY ISSUES

The Emergency Medicine and Support Center announced the recovery of remains and thirteen bodies of undocumented migrants during a survey of the coast from Zuwara to Ras Ajdir last week. The bodies were transported to the morgue for autopsy and documentation before being buried in the Abu Kammash cemetery under the supervision of the competent authorities. The Center added that over the past two weeks, 38 bodies have been recovered from the areas of Zuwara, Abu Kammash, and Mellitah, in addition to the transfer and delivery of bodies between Tripoli and Zuwara, stressing the continued implementation of approved procedures to preserve human dignity.

The Public Prosecution has ordered the pretrial detention of two suspects following their attack on the headquarters of the United Nations Support Mission in Libya with a rocket-propelled projectile. The investigator confronted the two suspects with the evidence presented by the arresting authority and verified that the findings of the Communications and Informatics Department at the Attorney General’s Office were consistent with the facts attributed to them. After recording the suspects’ responses to the facts and legal characterizations, the investigator issued the pretrial detention order. Evidence gathering and investigation procedures are to be completed in accordance with established regulations.

The investigating authority ordered the pretrial detention of the director of the Documentary Credits Department and his deputy at the Libyan Foreign Bank, pending investigation, after completing inquiries into actions they committed during 2017. The Public Prosecution Office stated that the investigation covered the department’s compliance with the analysis of the financial transaction requirements concerning the bank’s pledge to pay the sum of thirty-two million, four hundred and twenty-one thousand euros to the Housing and Utilities Authority, in accordance with the order from the contracted executing entity. The investigations led to identifying the elements of damage to public funds and clarifying the responsibility of the director and his deputy, before the investigator questioned them and issued an order for their pretrial detention until the investigation is completed.

- The Security Operations Department of the Directorate for Combating Illegal Migration continued its field duties in Benghazi, where a security campaign today resulted in the arrest of 62 illegal migrants of various nationalities. The leadership of the Directorate for Combating Illegal Migration stated that the campaign covered the areas of Al-Qawarsha, Al-Haraba Road, Bu Atni, and Ras Abeida. It clarified that the migrants were referred to the Greater Benghazi Branch shelter to complete medical, security, and administrative procedures in accordance with applicable laws. The Directorate affirmed its commitment to combating the phenomenon of illegal migration and protecting community security.

NATIONAL POLITICS AND SOCIAL ISSUES
- At the invitation of its head, Major General Abdel Moneim Al-Mahashhash, the Municipal Guard apparatus of the Libyan government held an expanded meeting for the directors of its branches in the eastern and central regions, as part of efforts to develop institutional performance and enhance the apparatus’s efficiency in carrying out its service and regulatory duties. The meeting, held today, Wednesday, in the city of Benghazi, discussed a number of organizational and administrative topics related to mechanisms for improving the performance of the branches, following up on the implementation of directives issued by the apparatus’s leadership, in addition to evaluating the workflow during the second half of 2025, and the challenges facing field teams in performing their daily tasks.
- The Deputy Commander-in-Chief of the Armed Forces, Lieutenant General Saddam Haftar, participated in the official celebration of the 61st anniversary of the establishment of the police force in Libya, which was held at the People’s Hall in the city of Sebha. The celebration ceremony was attended by the Prime Minister of the Libyan Government, Dr. Osama Hammad, the Minister of Interior, Major General Essam Bouzriba, along with an elite group of senior security agency leaders and a number of armed forces commanders.

- The National Anti-Money Laundering and Counter-Terrorism Financing Committee, at the Central Bank of Libya, has stressed the importance of expediting the completion of the national legislative framework and adopting a law to combat money laundering and terrorism financing. In an official statement, the committee clarified that the law must comply with international standards and the requirements of the Financial Action Task Force (FATF), as the date for Libya’s mutual evaluation process approaches. The committee warned that any delay in fulfilling this national obligation could lead to serious repercussions for the reputation of the Libyan financial and banking system.

- The Supreme Constitutional Court, on Monday, issued its ruling in constitutional case No. (2/2025), during its session held to consider the request for constitutional interpretation submitted by the Prime Minister of the Libyan Government, Osama Hammad. The request concerned the interpretation of the House of Representatives’ Decision No. 20 of 2015, related to the promotion of an officer and the appointment of a Commander-in-Chief of the Libyan Army. In its judgment, the court ruled the request for interpretation admissible in form. In substance, the court deemed Decision No. 20 of 2015 a legislative act issued by the House of Representatives, and therefore, it falls outside the scope of review and jurisdiction of the administrative judiciary.

- The coordination meeting for the “Raising Education Competencies” project was held with the committee assigned by the Benghazi Education Monitoring Office, at the headquarters of Al-Sadiqa School for Basic Education for Girls, as part of the preparations for the project’s official launch.
The meeting witnessed the assembly of training kits in the presence of the “Teachers of Change” team, to review the training content and hand it over to the relevant authorities for training and development. The head of the implementation and follow-up committee, Basma Bouseif, explained to the Libyan News Agency that the meeting aims to put the final touches on the training kits and define the implementation and follow-up mechanisms, in preparation for launching the project, which seeks to develop the professional performance of teachers and enhance the outcomes of the educational process in Benghazi schools.

INTERNATIONAL RELATIONS
- In a significant step towards revitalizing Libya’s tourism and business infrastructure, a contract has been signed for the comprehensive renovation and development of the Mahary Hotel and the Guesthouse Palaces area in Sirte. The agreement, a key project under the Libya Vision 2030 framework, was finalized between Libya’s National Development Agency, represented by its Director General, and a major Turkish corporation specializing in hotel construction and investment development. The ambitious project aims to rehabilitate the Mahary Hotel and the adjacent Guesthouse Palaces, located near the Sirte Free Zone port, transforming them into a modern, state-of-the-art hospitality complex that adheres to the highest international standards. A primary objective of this initiative is to prepare the facilities to attract a world-renowned hotel brand or an international hotel chain for future management and operation.
- The Chief of Staff of the Naval Forces, Naval Lieutenant General Shoaib Youssef Al-Saber, received the French Military Attaché to Libya and his accompanying delegation on Tuesday during an official visit to the Benghazi Naval Base. According to a statement issued by the Chief of Staff’s office, the two sides discussed ways to enhance bilateral cooperation between the Libyan Naval Forces and their French counterpart, especially in the areas of naval training and the exchange of technical expertise, in addition to supporting joint efforts in combating illegal immigration by sea. The meeting was attended by the Commander of the Benghazi Naval Base, Naval Brigadier General Obeid Jouda, and Engineer Brigadier General Omar Al-Maslati, Advisor to the Chief of Staff for Technical Affairs.
