NATIONAL SECURITY ISSUES
- The Nigerian Government, in collaboration with the International Organization for Migration (IOM), on Tuesday evacuated 161 Nigerian irregular migrants home from Tripoli, Libya. The evacuees included 100 adult female, 37 adult male, 16 children, and eight infants, according to Nigerian The Will news website.
NATIONAL POLITICS AND SOCIAL ISSUES
- The Deputy Chairman of the Presidential Council, Mussa Al-Koni, and Prime Minister Abdul Hamid Dbeibeh discussed today the implementation of strategic projects in the south of the country. According to a statement by the council, the two leaders spoke about the activation of Murzuq’s Reconstruction Fund. The two also addressed the problems and difficulties that hinder the provision of services to citizens in many sectors, in particular health, education, infrastructure.
- The European Union Border Assistance Mission (EUBAM) in Libya launched a four-day advanced training course on the use of Open Source Intelligence (OSINT). According to EUBAM, the course includes training on the use of social media, “in order to strengthen the capacity of Libyan law enforcement and cross-border agencies in countering the growing sophistication of terrorist and criminal organizations”.
- Emad Al-Sayeh, head of the Libyan High National Electoral Commission (HNEC), met with the Maltese Ambassador to Libya, Saliba Charles, on Sunday, November 05, to discuss preparations for elections. According to a statement by the HNEC, the Maltese diplomat expressed his country’s appreciation for the national efforts aimed at achieving the elections and Malta’s willingness to provide technical and consultative support.
- Chairman of the Presidential Council, Mohamed Al-Menfi, met on Sunday evening, November 05, with the chairman of the High Council of State, Mohammad Takala, to discuss “developments in the local and regional political situation,” according to a brief statement by the Presidential Council. The two also discussed “unifying the efforts of the Presidential Council and the High Council of State with the rest of the bodies emerging from the political agreement to reach a comprehensive political settlement that achieves stability.”

UN envoy to Libya, Abdoulaye Bathily, said he attended in Tunis the opening session of the Libyan 5+5 Joint Military Commission (JMC) retreat, in the presence of the Co-Chairs of the Security Working Group of the Berlin process. The meeting reviewed the recent political and security developments in Libya, according to Bathily.
